INVITATION TO BID

Contractors are invited to submit SEALED BIDS for the bidding of the New Health Sciences Building for the Central Pennsylvania Institute of Science and Technology, located at 584 North Harrison Road, Pleasant Gap, Centre County, PA 16823.

 BIDS ARE INVITED ON A LUMP SUM BASIS FOR THE FOLLOWING CONTRACTS:

Contract 1 – General Construction (as Lead Contractor)

Contract 2 – Fire Protection Construction

Contract 3 – Plumbing Construction

Contract 4 – HVAC Construction

Contract 5 – Electrical & Data Construction

Contract 6 – Enhanced Testing & Balancing Construction

Sealed bids for the new construction of the Health Sciences Building will be received by the Central Pennsylvania Institute of Science and Technology, at the School Office, 540 North Harrison Road, Pleasant Gap, PA 16823 until 1:00 PM, on Thursday, July 11, 2024. Bids will be opened and read aloud immediately thereafter. Faxed and electronically sent bids will not be accepted. No award of contracts will be made at the bid opening.

A non-mandatory pre-bid conference and site walk will be held. Interested bidders are to meet at the Central Pennsylvania Institute of Science and Technology, located at 540 North Harrison Road, Pleasant Gap, PA 16823 on Tuesday, June 18, 2024, at 10:00 AM. Additional arrangements for site visitation, other than the designated Pre-Bid Meeting, may be made by contacting Rick Carra, Director of Facilities at (814) 359-2793, ext. 219.

The Project Manual and Drawings for bidding purposes may be obtained by the contractors at the office of the Architect, McKissick Architecture, 317 North Front Street, Harrisburg, PA 17101; Phone 717.238.6810; Fax 717.238.6830; Email Info@McKissickAssociates.com on or after Tuesday, June 11, 2024. A $500.00 bid deposit is required to obtain a complete set of electronic PDF plans and specifications, made payable to McKissick Associates Architects. The full deposit, less a $25.00 handling fee, will be refundable to contractors submitting a Bona Fide bid. Paper copies of plans and specifications may be purchased from the Architect for an additional non-refundable fee of $500.00.

PREVAILING WAGE DETERMINATION: Prospective Bidders are advised that this project shall be subject to and governed by provision of Pennsylvania Prevailing Wage Act and the federal Davis-Bacon and Related Acts. Bidders shall prepare their bid after giving consideration to the applicability of said Pennsylvania Prevailing Wage Act and federal Davis-Bacon and Related Acts to the work involved.

Furthermore, this Project is being financed in part by a Commonwealth of Pennsylvania Redevelopment Assistance Capital Program (RACP) grant, U.S. Department of Agriculture (USDA) loan, and U.S. Department of Commerce, Economic Development Administration (EDA) grant, and shall be subject to the requirements of each of those programs.

Work shall be started on the project no later than ten (10) days after the Notice to Proceed is issued by the Owner or on the date specified in the Notice to Proceed. The work shall be completed, ready for use, on or before April 15, 2026.

The Owner reserves the right to reject any or all bids and to waive any or all informalities, defects, errors, omissions, mistakes or irregularities in proposals, to reject any or all proposals or parts thereof and to make awards as may be deemed in its best interest.
